Ok, the orange funky one, is for members how have reached 1000, thats the bonus for them, and once u reach 1000 posts u can change ur member title . See at the moment yours says :

U get the privilige to change ur title from just plain "member" .

The blue funky bar is for moderators and admins, who control the board.
